If nobody picks PIT to win then everyone that picked PHI to lose is still in it.   If someone picks Cle to beat Phi 28-7 and someone picked Mia to beat Phi 28-7 whoever got their guess in first wins.
If nobody picks PIT to win or PHI to lose then everyone is still in.  If someone picks Cle to beat SF 28-7 and someone picked Dal to beat Miami 28-7 whoever got their guess in first wins.
